1.Rub fish with garam masala and brown on each side in hot oil 2.The fish shouldn't cook through
3.Saute Onion and garlic in additional oil, stirring occasionally, until onions are tender and slightly browned
4.Add pepper, tomato, and more garam masala
5.Cook with the lid on for a minute to "melt" the tomato
6.Add the coconut milk and simmer 5 minutes, stirring often
7.Add the fish and simmer, covered, until cooked through, about 10 minutes
8.Squeeze lime juice over fish and sauce
9.Remove the hot pepper
10.Serve over hot cooked rice
